Pre-smocked fabric

I just bought a smocked fabric dress for $60. And I don't love it because it's like 2" too short for my tastes.

So i stopped into Joann to take a look at their pre-smocked fabrics and I like a couple of the prints. I'm tempted to just sew up my own smocked dress.

Is this as simple as it seems?? Just buy the stuff and run a seam up it and finish the bottoms??

How do I measure for how much I need? I feel a bit weird wrapping it around me in the store. Do I measure for my hips or bust or which ever's bigger?

Thanks!!

The one I made (from Walmart's smocked fabric) fit my booty alright - I actually didn't like how it wasn't... "wide" enough at the bottom for me. I'm saying "wide" because I would just have preferred that it was more a summer dress shape than it turned out to be. (I don't know how else to word it, the dress is just more narrow at the bottom than I had really wanted.) This could have been crappy cutting at Walmart, too.

i too wished for more extra material around the bottom hem, but i'm the kind of person who always seems to strain or rip the bottom hems of my skirts and dresses if they dont have a *very* generous cut. i left the bottom 4-6 inches open along the joining seam of the back side. i hemmed the edges in, and reinforced the end of the seam. leaving that little 'slit' gave me enough extra room that i havent ripped it open yet, and the material was long enough that a 4-6 inch slit up the back isnt too revealing.
